Early Childhood
Motion:

“That ICPA Qld lobbies relevant departments, government bodies, and other organisations to provide targeted financial and logistical support for rural and remote early childhood educators undertaking training and placement requirements, including:
• travel and accommodation subsidies;
• access to or support for childcare during training and placements;
• increased availability of locally accessible or outreach training services; and
• flexible delivery models that reduce the need for extended travel and time away from home.”

Explanation:

Rural and remote early childhood educators face substantial financial and logistical barriers when attempting to meet mandatory training and placement requirements. Unlike their metropolitan counterparts, these educators are often required to travel long distances to access training providers or suitable placement settings, incurring significant costs for fuel, accommodation, and time away from work and family.

In many cases, access to childcare is limited or unavailable, making it extremely difficult for educators—particularly those with young families—to participate in required training or complete placement hours. Additionally, the lack of locally available training providers or diverse early childhood services further compounds these challenges, often leaving educators with no practical pathway to meet requirements.

These barriers are not reflective of a lack of capability or commitment, but rather of geographic disadvantage. Without targeted financial assistance and more flexible, locally responsive delivery models, many educators are effectively excluded from progressing or even maintaining their qualifications.

This not only places additional strain on individual educators, but also contributes to ongoing workforce shortages in rural and remote communities, ultimately reducing access to quality early childhood education for children and families. Addressing these barriers is essential to ensure equity of access to training, support workforce retention, and sustain early childhood services in isolated areas.
